General Meeting – May 7, 2013
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:35 p.m. by Bridget McCullough, President.

  No business meeting held on 4/2/13. Call to Action was distributed prior to May 7 meeting.
Treasurer’s Report:
  Janet Breeding reported income of $30 from the fundraiser dinner held at Illiano’s J & P Restaurant on 4/2/13. Report for April 1 – 30, 2013

Equestrian Center Report: Darlene Welsh
  Darlene Welsh reported the Pony Club Rally and CCWC Show were held this past weekend. Peggy Miller provided a maintenance report regarding the turning on of the water for the season and reported that Dean Hall of Morgan Restoration checked over all the buildings and judges stands to make sure all were in good repair. Nancy Hoffa reported there are two picnic tables on the property that are unstable and in need of repair.
Equestrian Center Maintenance Report:
  Peggy Miller reported a leak at the check valve on the holding tank when the water was turned on.  WRF Plumbing made the necessary repairs at a cost of $169.00.  Cross Country Jumps – Over the winter, there was considerable damage to five jumps by ATVs.  Repairs have been made to two of the jumps.  Some of the jumps need to be replaced due to age; Peggy suggested the minutes include a request for a volunteer to build a new jump. Road signs – The road directional sign at Watersville Road and Flag Marsh Road is missing.  Motion by Peggy Miller to purchase a replacement sign from Shannon Baum Signs; second by Darlene Welsh; motion passed.  Special Thank You to Mike & Julie Roche for sawing and removing the large tree from the jump run; Gil Breeding for servicing the tractor; Joe Zentgraf for dragging the rings prior to the Pony Club event; CCWC for dragging the rings before their shows; Dean Hall for checking the Biddison Building and judges stands for any problems with weathering and fixing them; Bob Miller for jump repairs and mowing.

WANTED:  Volunteer to build cross country jump for the Carroll County Equestrian Center. FMI:Peggy Miller at 410-549-1608.

Peggy Miller also reported that there have been numerous complaints by the neighbors regarding the no police response to the partying after dark at the “Camp Woodbrook” area and the residents have asked for someone to organize a meeting.  Janet Breeding suggested the residents contact the County Commissioner for the area; another suggestion was made to have the residents attend the regularly scheduled Open Meetings held by the Commissioners.  The meeting dates are available on the Carroll County Government website.

Motion to purchase “No Motorized Vehicles” signs by Peggy Miller; second by Janet Breeding.  Motion passed.Janet and Peggy will coordinate purchase with Shannon Baum.

David Lewis, a neighbor of the Equestrian Center, announced that he is available for mowing and maintenance at the Equestrian Center on an “as needed” basis ($15-20/hr using his own equipment) with reasonable notice.
RECREATION AND PARKS REPORT
  Tina Shupp reported the Summer Guide of events/discount amusement park tickets/activities is available online, at the Recreation and Parks Office and in all Carroll County Public Library branches. Lisa Carroll is now the Chief, Bureau of Recreation and she hopes to attend the June meeting. Tina announced that Carolyn Garber has been appointed by the Commissioners of Carroll County to the Recreation and Parks Advisory Board for a four year term.
Old Business
  4-H Horse Fair held on 3/16/13
Janet Breeding and Carolyn Garber reported contacts at the event made the participation worthwhile.  Since half of the Shipley Arena was an Antiques and Collectibles market, it appeared to increase attendance at the 4-H Horse Fair.

Maryland Horse Industry Board (MHIB) Grant
Carolyn Garber reported the details for promotion and publicity as outlined in the grant application need to be finalized.  A photo opportunity is to be scheduled that will include Jim Steele of MHIB, Bridget McCullough (President ), Darlene Welsh (Equestrian Center Manager) and Peggy Miller (Equestrian Center Maintenance Manager) for the July meeting, since that meeting is to be held at the Equestrian Center.

Piney Run Self Help
Bridget McCullough thanked Janet & Gil Breeding and their neighbors for staging the materials, Jessica Dustin, Steve Weaver, Darlene Welsh, and Linda Polzin for their help to complete the project.

Survey Results from 3/15/13 event for future special programs
Topics suggested were:  Vet to discuss care for minor injury; how to teach a horse to picket line; tips for overnight camping; pasture management/grazing grass for this area; trails – how to optimize/maximum use of trails and how to ideally maintain; nutrition; lyme disease.

Union Mills Trail Work Day 4/27/13
Janet Breeding reported she worked on the Kowomu Trail Parking lot. After the meeting, report was provided by Jessica Dustin, as follows:  We were able to mow, trim vines and brush in the parking area and trim trail leading down to the water; also trimmed trail in multiple areas and some worked from the John Owings Road parking lot.  Thanks to these volunteers:  Janet Breeding, Joe Zentgraf, Howard Lanham, Chris/Connie/Alexis Allen, Michelle Armiger, Ellis Dukehart, Mike/Chloe/Jessica Dustin.

Gillis Falls Trail Work Day 5/4/13
Peggy Miller reported 7 members and Erik Lee, Troop Leader, Sam Dickson and Steve Wilhelm of Cub Scout Troop 622 attended from 9 a.m. – 11 a.m. working on the trail clearing and cleaning up the party area (5 bags of trash.)  Thanks also to Jon Arnold and Janet r Breeding.
New Business
  MD Horse Council
Carolyn Garber reported a notice to renew the MHC dues has been received.  Dues are $100 per Association for the membership year July 1, 2013 – July 1, 2014. Motion to continue membership in the MHC by Darlene Welsh; second by Peggy Miller.  Motion passed.

Calendar of Events
Future Special Presentations will be discussed at the meeting on June 4.

Television commercial for Riding in Vermont
Bridget McCullough described a PSA video and suggested we make the Equestrian Council relevant by promoting the use of the video.  Bridget will forward the video to Amy Burke at UofMd to see if they would be interested in promoting it.

Southern States Platinum Sponsorship for 2013 Status
Carolyn Garber reported we should receive the $600 check within 30 days or so.

MD Department of Natural Resources Central Region Outdoor Recreation Evaluation
Janet Breeding reported this meeting will be held on June 19, 2013 from 6 – 8 p.m. at Howard County Robinson Nature Center, 6692 Cedar Lane, Columbia, MD and is open to the public. Janet indicated the TROT newsletter for May 2013 included an informative article on page 11.
