General Meeting – July 2, 2013
Location and Time:
  Meeting held at Carroll County Equestrian Center and after a potluck dinner provided by attendees, was called to order at 6:55 p.m. by Bridget McCullough, President.
Attendance:
  Lynda Arnold, Janet Breeding, Keri Gaigalas, Carolyn Garber, Bridget McCullough & Steve Weaver, Peggy & Bob Miller, Linda Polzin, Tina Shupp, Jonathan & Cathy Strong & family, Darlene Welsh, Joe Zentgraf, Jim Steele.

Bridget McCullough introduced James B. (Jim) Steele, Chairman of the Maryland Horse Industry Board and Manager of Shamrock Farm, who provided general information on the MHIB. MHIB is a commodity group under the MD Department of Agriculture; MHIB meetings are held at various locations over MD; MHIB is responsible for inspecting (over 600) riding stables in MD; annual budget $300,000 – money comes from inspections and feed fund; $20,000 in grants were awarded last year to various organizations including $1,500.to the Carroll County Equestrian Council for the project of refurbishing the two dressage judges stands.

Equestrian Center Report: Darlene Welsh
  Darlene Welsh reported Harrison Mule Days will be held at the Equestrian Center on October 4, 5, 6, 2013.
Equestrian Center Maintenance Report:
  Peggy Miller reported the new “No Motorized Vehicles” signs have been posted; the directional sign at Watersville & Flag Marsh Road has been delivered to Carroll County Roads for installation. Thanks to the volunteers who have been mowing the Equestrian Center to keep it looking so nice: Janet Breeding, Bridget McCullough, Linda Polzin, Bob & Peggy Miller. Two picnic tables were repaired; one still in need of repair. Thanks to Gil Breeding for the new canopy installed on the tractor.

WANTED: Volunteer(s) to build a cross country jump at the Carroll County Equestrian Center.

RECREATION AND PARKS REPORT
  Tina Shupp provided information on the Park Pursuit Program, Month of Sundays concerts and the “July is Recreation and Parks Month” calendar
Old Business
  MD DNR Central Region Outdoor Recreation Evaluation
Janet Breeding attended the meeting on 6/19/13 in Columbia, MD and indicated the meeting was well run by DNR as they are trying to determine what the public wants for recreational opportunities on state land. The Carroll County Equestrian Council’s position was submitted via email and view here.

To complete the requirements of the MHIB grant, a photo in front of the newly refurbished dressage judges stand included Jim Steele of MHIB, Bridget McCullough (President ), Darlene Welsh (Equestrian Center Manager) and Peggy Miller (Vice President/Maintenance Manager) was taken for promotional purposes as indicated in the grant application. 4-H FFA Fair Silent Auction
Donations of items for the silent auction were collected by Darlene Welsh. 4-H FFA Fair will be held July 27, 2013 – August 2, 2013 at the Carroll County Ag Center, Westminster, MD.
New Business
  Calendar of Events – Future Special Presentations
Bridget McCullough announced Dr. Amy O. Burk, Associate Professor U of MD/Extension Horse Specialist for State of MD will present “Pasture Management” at the October 1, 2013 meeting to be held at the Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD.

Liberty Reservoir Day
Carolyn Garber reported this event will be held on Saturday, July 27 from 9:00 – 1:00 at Liberty Dam off Wards Chapel Road, Marriottsville, MD. Free admission. FMI: www.baltimorecity.gov or 410-545-6541. Carolyn suggested we may want to consider participating with our CCEC information booth at a future Liberty Reservoir Day event.

Reimburse Fuel Cost
Motion by Carolyn Garber to reimburse volunteers for fuel cost when using their own equipment for mowing; second by Janet Breeding. Motion passed.

Union Mills Trail Maintenance
Joe Zentgraf reported he mowed Kowomu and Spiegel Hill on Thursday, 6/27/13 and that Brad Rogers (Bureau Chief of Parks/Carroll County Recreation and Parks) used the sickle bar mower (donated earlier by Gil & Janet Breeding) on another tractor along the “boulevard” trails. Evidently the sickle bar mower works well on a larger tractor.

Eagle Scout Project
Bridget McCullough reported for Jean McCormac that the Eagle Scout project of a new bridge for pedestrians along the Union Mills trails has been completed.
