General Meeting December 2, 2014
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:30 p.m. by Darlene Welsh, President.

  Lynda Arnold, Janet Breeding, Carolyn Garber, Peggy Miller, Dave Radcliffe, Darlene Welsh, Joe Zentgraf, Tina Shupp.
Volunteer Hours
  November 2014: 89 hours
Secretary's Report:
  Darlene Welsh indicated a correction to the November minutes to include volunteer hours for October (98 hours.) Motion by Dave Radcliffe to approve the minutes of the meeting held on November 4, 2014 as corrected; second by Janet Breeding. Motion passed.

Equestrian Center Report: Darlene Welsh
  Lynda Arnold reported the 2015 show dates as reserved by the Carroll County Western Circuit are on the CCWC website and on the CCEC website as “The Equestrian Center is reserved on the following dates in 2015.” The dates are: April 19, May 3, June 7, August 9, August 23, September 13.
Equestrian Center Maintenance Report:
  Peggy Miller reported the hunter/jumper judges stands have been placed under the shade pavilion for the winter months; high visibility fencing was installed around the arena drag.
RECREATION AND PARKS REPORT
  Tina Shupp reported an email pertaining to the unsafe bridge at Piney Run was sent.
Old Business
  Morgan Run NEA Trail Work Day on 11/16/14
Carolyn Garber reported another successful trail work day; thanks to Dave Radcliffe for mowing the trails and to Joe Dragan, Frank & Karen Durilla, Howard & Marty Lanham, Mickey Rogers, Beth Stenger, Susan White and Bob Eckhardt (PVSP Trail Crew Leader) for their work. Workers enjoyed hot dog lunch provided by Howard & Marty Lanham.

Equestrian Center “Exit” Plan
Lynda Arnold indicated nothing to report at this time. Carolyn Garber reported contact from members who drive carts and are interested in accessing the Equestrian Center. Discussion followed pertaining to ways to accommodate the carts in the redesign of the entrance to the Equestrian Center.

Piney Run Trails
Hazardous condition of the first “bridge”/signage – After discussion of the time line pertaining to this issue, motion by Janet Breeding to advise Piney Run Park we will post a sign “Unsafe Bridge – Cross At Your Own Risk” if there is no response within 6 weeks from this date; second by Peggy Miller. Motion passed. (*After the meeting update: “Bridge Closed” sign installed 12/18/14 by Piney Run Park.)

Union Mills/Spiegel Hill Trails
Discussion was held at the November meeting pertaining to the use/maintenance of the trails on Spiegel Hill. Suggestion by Janet Breeding to poll members/riders of the area to see if they are using the trails on Spiegel Hill; question to members was included in the November minutes. Spiegel Hill to provide the trail around the fields to be able to enjoy the scenic views.

Equestrian Center Groundhog Holes
Carolyn Garber reported contact with MD Department of Natural Resources Wildlife & Heritage Service representative (Candace Haskin) and obtained a list of the Nuisance Wildlife Damage Control Cooperators as licensed by DNR. Info is available at http://dnr.maryland.gov/wildlife/Plants_Wildlife/nw.asp Carolyn reported calling/leaving messages for two licensees that are in close proximity to the Equestrian Center; no response to date. Discussion followed pertaining to other successful methods used by members. Lynda Arnold indicated she has a dump trailer available to use to haul in the dirt when we are ready to fill in the holes.

  Raffle Drawing for the Decorated Bowl
Winner is raffle ticket #0550 = Stephanie Bonner! Congrats!

MD Horse Council News
See current issue of The Equiery. Janet Breeding suggested special attention to pages 9-10 where the article indicates “plenty of bombproofing clinics available.” Janet suggested we sponsor a bombproofing clinic in 2015 and volunteered to obtain information/cost.

2015 Calendar of Events
Carolyn Garber reminded members that we are seeking volunteers for special events/programs/trail ride guides, etc. If you have an idea/contact for an informational seminar/special presentation please let us know! (410-861-5634.) The 2015 Calendar of Events is to be ready for distribution at Horse World Expo. Darlene Welsh reported the 2nd Social Dinner will be held in March (date TBA) at Mt. Airy Tavern. 1001 Twin Arch Road, Mt. Airy, MD 21771 (themtairytavern.com.) The July 7, 2015 potluck picnic and meeting at the Equestrian Center will include a special program on saddle fitting. Peggy Miller provided dates for the Gillis Falls Trail Work days; April 25, 2015 and September 12, 2015.

CCEC Wear
Carolyn Garber reported an order will be placed for delivery in time for Christmas. The order will include 3 caps for future use in silent auctions to be held in 2015.
Adjournment
  Motion to adjourn by Dave Radcliffe; second by Peggy Miller. Meeting adjourned 8:50 p.m. Holiday treats were enjoyed by all. Food donations were collected by Peggy Miller for delivery to a local food pantry.
