  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:35 p.m. by Darlene Welsh, President.

Equestrian Center Report: Darlene Welsh
  Darlene Welsh reported the requested dates (3/30, 4/27, 5/4, 5/18, 6/1, 6/22, 7/20, 9/7) have been provided to Bridget McCullough, Equestrian Center Manager in order to generate the contracts.
Equestrian Center Maintenance Report:
  Peggy Miller reported no problems. The Self Help Project request to improve the entrance/exit at the Center is being developed.
  Tina Shupp reported Self-Help Project Request forms are due 2/1/14. The display board was loaned to CCEC (Darlene Welsh) for use at Horse World Expo; catalog (of display boards) was provided to Darlene for review. Tina announced she is organizing Bus Trips for Recreation and Parks; trips are open to the public – contact Tina if you have a suggestion on a destination/event. Some suggestions were: Medieval Times, Washington International Horse Show, PVDA Ride for Life at Prince George’s Equestrian Center, Fair Hill International.
Old Business
  Food Donation to Carroll County Food Sunday
The December 3, 2013 holiday party/food drive provided 82 pounds of food; thank you letter from Carroll County Food Sunday was received. Thanks to Peggy Miller for coordinating this event and delivering the food to the Carroll County Food Sunday Eldersburg location.

Calendar of Events for 2014
The Equestrian Council fundraiser “Fun Show” and “30th Anniversary Reunion Potluck Picnic ” was discussed; motion to hold the combined event on Sunday, June 8 at the Equestrian Center by Carolyn Garber; second by Lynda Arnold. Motion passed.

The spring fundraiser dinner location has not yet been determined; Cathy Strong will again check with Stables in Westminster. Motion by Janet Breeding to have the March 4, 2014 Fundraiser Dinner at Stables in Westminster or Illiano’s J & P Restaurant, Westminster; second by Nancy Hoffa. Motion passed. Cathy Strong will confirm details and advise so information can be included in the 2014 Calendar of Events for distribution at Horse World Expo.

Other locations for Dinner Fundraisers were discussed. Cathy Strong described a program with Glory Days Grill that would generate revenue for an extended period of time (6 months.) Motion by Nancy Hoffa to pursue this fundraiser; second by Kristy Kraus. Motion passed. The booth will be in the Exhibition Hall. Booth workers admission to HWE has been paid (donated by Carolyn Garber) for the day working the booth. The value of booth space is $1,250.00

Raffle – The decorative bowl, valued at $75.00, donated by Janet Breeding, will be used for a raffle. Tickets will be printed at $1.00 per ticket or 6 for $5.00. It was suggested to use June 8 – the 30th Anniversary Reunion Potluck Picnic/Fun Show as the drawing date.

Local displays – Cathy Strong reported the display case at Piney Run is available; Tina Shupp reported the display case at the Visitor Information Center (210 E. Main St.,Westminster) is available by reservation. Local library branches may also have space available.
New Business
  MD Horse Council News
Janet Breeding called attention to page 6 in the January issue of the Equiery regarding becoming a part of the Maryland Horse Park Network and suggested Recreation and Parks respond to the request.

MD DOT Commercial Driver License Regulations
Kristy Kraus reported the Maryland Horse Council meeting agenda for 1/17/14 includes this item that will address license regulations that apply if you trailer your horse or someone else’s.
