General Meeting January 5, 2016
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:30 by Darlene Welsh, President.

Secretary's Report:
  Motion to approve minutes of December 1, 2015 by Janet Breeding; second by Peggy Miller. Motion passed.

Equestrian Center Report: Darlene Welsh
  Lynda Arnold indicated nothing to report. Janet Breeding reported that the Council’s tractor that is kept at the Equestrian Center has been serviced.
Equestrian Center Maintenance Report:
  Discussion was held in regards to regular mowing maintenance of the Center for 2015; the on-site tractor is inadequate for mowing the entire property that includes the "hay field." It is anticipated that volunteers will do the trimming around the rings and around the cross country jumps. Motion by Peggy Miller to obtain three proposals for mowing the Equestrian Center for 2015 season; second by Lynda Arnold. Motion passed. Carolyn Garber volunteered to prepare and distribute the Request for Proposal.
RECREATION AND PARKS REPORT
  Tina Shupp reported Self-Help Project requests are due on 02/03/16 with presentation to the Recreation and Parks Advisory Board on 02/24/16. The regular meeting of the Friends of Carroll Recreation and Parks (FOCRP) is scheduled for 01/25/16. Tina suggested the Equestrian Council consider submitting information to Lisa Carroll for inclusion on the monthly newsletter “Recreation Council Newsflash.” Deadline is the first week of each month. To subscribe to the “Recreation Council Newsflash,” send an email to lcarroll@ccg.carr.org.
New Business
  Proposed Sunday Hunting – Spring Turkey Season Janet Breeding reported that early in December 2015, Delegate Susan Krebs distributed a notice regarding local bills to be presented during this legislative session. Carroll County Sportsmen’s Association (CCSA) is requesting hunting on private property in Carroll County during Spring Turkey season with bow and shotgun. Janet indicated those who are interested in this topic should contact their local delegate/find your elected official by using mdelect.net. Information will be submitted to Linda Polzin for posting on the CCEC Facebook page.

Maryland Horse Industry Board
$30,000 Awarded in Grants for 2016 Janet Breeding reported the January 2016 issue of The Equiery indicated 48 applications were reviewed and 30 grants were approved. The article reported three organizations from Carroll County were successful in obtaining grants: Equine Rescue Regional Network, Days End Farm Horse Rescue, The Retreat at Beckleysville, Inc.

Horse Industry Economic Impact Survey
Janet reminded members that the “Equestrian Economic Impact Analysis: How Your Community Benefits” by Malcolm J. Commer, Jr. was completed several years ago. The January issue of The Equiery indicates a Horse Industry Economic Impact Survey will be distributed via email. Maryland Horse Industry Day is February 23, 2016 in Annapolis/see Page 41. Information will be submitted to Linda Polzin for posting on the CCEC Facebook page.

Holiday Party 12/1/15 – Food Donation
Peggy Miller reported approximately 40 pounds of food was donated at the December meeting and provided to Morgan Chapel United Methodist Church for distribution.
