General Meeting February 3, 2015
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:35 p.m. by Joe Zentgraf, Vice President.

Secretary's Report:
  Motion by Peggy Miller to approve the minutes of the meeting held on December 2, 2014; second by Janet Breeding. Motion passed. (No minutes for 01/06/15 since meeting was cancelled due to inclement weather.

Equestrian Center Report: Darlene Welsh
  Lynda Arnold reported inquiries have been received from Annapolis Pony Club and from Capital Region Pony Club for use of the Center in May; TROT SAR (Search and Rescue) for September; Yvette Harris (Driving Show date TBA) and Kim Ayers from Horse Country Campers Club (date TBA.) Lynda reported problems with the EqCenterMgr@aol.com email and is currently using lynda1011@aol.com. Carolyn will check with webmaster, Chris Keegan, for his assistance.
Equestrian Center Maintenance Report:
  Discussion was held in regards to regular mowing maintenance of the Center for 2015; the on-site tractor is inadequate for mowing the entire property that includes the "hay field." It is anticipated that volunteers will do the trimming around the rings and around the cross country jumps. Motion by Peggy Miller to obtain three proposals for mowing the Equestrian Center for 2015 season; second by Lynda Arnold. Motion passed. Carolyn Garber volunteered to prepare and distribute the Request for Proposal.
RECREATION AND PARKS REPORT
  Tina Shupp reported the Friends of Carroll Recreation and Parks will meet on 2/10/15. Self Help funds for February are not available; funds may be available in September 2015 Park Pursuit Program in July will include the Equestrian Center location. New Accident Report form is now available for use; replaces previous form. Copies will be provided to Lynda Arnold, Equestrian Center Manager for use at the Equestrian Center.

Lynda Arnold indicated nothing to report at this time.

Equestrian Center for horse camping
Carolyn Garber reported contact at Horse World Expo from Kim Ayers Horse Country Campers Club regarding the availability of the Equestrian Center for horse camping; potential on-site camping demo was discussed.

Union Mills/Spiegel Hill Trails
Jeff Degitz, Administrator, Carroll County Recreation and Parks reported contact from Wind O'Neal of The MotoTrails Council quite some time ago regarding a location for mototrails enthusiasts to pursue their style of recreation. Recently, O'Neal obtained the support of the Westminster Aeromodelers, who have use of the Spiegel Hill area and submitted a proposal to Recreation and Parks. The Carroll County Equestrian Council had not yet been contacted.

The challenge for Recreation and Parks is to find the right location for the mototrails while addressing the components of being sensitive to the environmental, noise, and compatibility issues. O'Neal is also pursuing the mototrails on State owned land with Maryland Department of Natural Resources. Discussion followed pertaining to horses and off road motorized vehicles not being compatible. An invitiation to attend the March 3 meeting will be extended to Wind O'Neal so he can present the MotoTrails proposal for the Carroll County Equestrian Council review.

19th Annual Horse World Expo
held January 16-18, 2015- Carolyn Garber thanked booth volunteers Lynda Arnold, Janet Breeding, Joe Dragan, Jessica Dustin, Bridget McCullough, Peggy Miller, Linda Polzin, Dave & Suzanne Radcliffe, Darlene Welsh and Joe Zentgraf. Thank you note was sent to Denise Parsons of Equestrian Promotions, Inc; value of the booth $525.00.

Graham Equestrian Center
Guided Ride at Gunpowder Falls State Park- Carolyn Garber reported making contact with Jim McDonald of Graham Equestrian Center regarding his availability to lead a guided ride from Graham Equestrian Center into Gunpowder Falls State Park. Motion to obtain more information on details (# of riders if limited, pace, cost, date/time) by Janet Breeding; second by Joe Zentgraf. Motion passed. Carolyn will obtain more info.

New Business
  Gillis Falls Trails Expansion Plans
Jeff Degitz, Administrator, Carroll County Recreation and Parks reported the Capital Project design work for the North/South trail of 1 0' wide stone dust is completed. The first phase of construction from Grimville Road to Salt Box Park formerly scheduled for 2019 will now be delayed 1 - 3 years; the second phase of construction from Gillis Falls Road to Gillis Road scheduled for 2021 will also be delayed 1 - 3 years due to the new budget by Gov. Hogan. Both sections of trail will be multiuse; no motorized vehicles.

Facebook Four Seasons Photo Contest- Fall Winner
Congratulations to Pamela Albertson Howard. A $20 gift card to Farm & Home Service in Sykesville was awarded to the winner.

2015 Calendar of Events

Morgan Run NEA
Carolyn Garber reported the approval from Patapsco Valley State Park Management has been received. Morgan Run NEA trail work dates for 2015 are: May 17, June 6, July 12, September 5, October 11, November 15.

4-H Therapeutic Riding Horse Fair
Saturday 03/14/15 from 9:00-2:00 at Danielle Shipley Arena/Carroll County Ag Center, Westminster. Motion by Peggy Miller to have the CCEC informational booth at the event; second by Janet Breeding. Sign up sheet was distributed for booth volunteers.

Guided Trail Rides
Liberty Reservoir - Carolyn Garber reported Joe Dragan volunteered to lead a ride at Liberty Reservoir with parking on Deer Park Road off Rt. 91 in Finksburg on Monday 6/8/15. Right of Entry/Permission has been obtained from Baltimore City Department of General Services/Liberty Reservoir Manager (Michael Luh) and special arrangements have been made to provide parking for trailers on the east side of Deer Park Road.

Gillis Falls
Earlier, Joe Zentgraf volunteered to lead a ride at the Gillis Falls trails with parking at the Equestrian Center; date yet to be determined.

Grant Opportunities
MD DOT SHAIRTF- deadline to submit 07/01/15- Carolyn Garber presented an idea for grant submission; To have local SHA use their equipment (large mowers/flail mowers/chippers) on the trails (on MD State owned DNR land) at Morgan Run NEA to restore the trails to the original widths. Jeff Degitz suggested contact Terry Maxwell of SHA to determine if this type of project would be considered under the grant program. Motion to proceed with inquiry by Joe Zentgraf; second by Janet Breeding. Motion passed.

MHIB- (not to exceed $3,000) deadline to submit 10/01/15- Carolyn Garber presented an idea for grant submission; to use grant money to host a clinic with Kenny Harlow at the Equestrian Center next year. Motion to proceed by Joe Zentgraf; second by Peggy Miller. Motion passed.

MD Horse Council PAC donation
Discussion was held regarding the Carroll County Equestrian Council's affiliation with Carroll County Recreation and Parks/Carroll County Government; for that reason, donations to the MHC PAC can be made on an individual basis.

Horse Discovery Centers in Carroll County
Janet Breeding reported Hope Holland's column on 2/1/15 included information on local Horse Discovery Centers and suggested this information be included our the Equestrian Council website. Information is also available on the Maryland Horse Industry Board website.

Publicity/Promotion
Carolyn Garber will provide this report at the March 3 meeting;

Sponsorship for 2015
Carolyn Garber reported Jessica Morton is no longer the Southern States Cooperative Representative; no one fills that position at this time. Southern States sponsorship/logo will be removed from the promotional materials and website since they are no longer a sponsor. During Horse World Expo, contact was made by Lynn Beck, Territory Sales Manager for Kent Nutrition Group (Blue Seal feeds- sold at TSC and Bowman's) regarding sponsorship opportunities. Carolyn will contact Lynn Beck to recruit sponsorship. Note: We will still collect Southern State Feed POPs and submit for redemption.

Sad News
Carolyn Garber reported the passing of William A. Becraft on 1/7/15; a neighbor to the Equestrian Center on Grimville Road and active member of the Audubon Society. A sympathy card from the Equestrian Council was mailed to Mrs. Becraft.
