General Meeting – May 6, 2014
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:30 p.m. by Darlene Welsh, President.

Secretary's Report:
  Motion by Peggy Miller to approve the minutes of the meeting held on March 4, 2014 (no meeting on 04/01/14 due to special program); second by Jessica Dustin. Motion passed.

Equestrian Center Report: Darlene Welsh
  Bridget McCullough reported the Carroll County Western Circuit cancelled their first show on March 30 due to inclement weather; April 27 and May 4 shows were held. Upcoming events are May 10 – Maryland Region Pony Club Games Rally; May 18 – Capital Region Pony Club Games Rally.
Equestrian Center Maintenance Report:
  Peggy Miller advised that when checking the Biddison Building to prepare for opening for show, problems were found with the electric; bad circuit breaker on the panel inside the building – repaired at a cost of $115.00. The water was turned on and no leaks. The trees that were down have all been removed. A report of considerable trash in the party area was made to Tina Shupp. Evidently someone had moved and dumped papers, clothing, electronics, food items, etc. Thanks to the County employees that cleaned up the trash. The Center has been very busy with riders/Joe’s playground has been a bit hit! The County graded the parking lot prior to the first show and did a very nice job….Thank You! Also a huge THANK YOU to Mike and Julie Roche for cleaning up the trees!

Peggy Miller asked for help with mowing at the Center in preparation for the upcoming shows.
RECREATION AND PARKS REPORT
  Tina Shupp reported the Recreation and Parks Summer Guide is available and Discount Amusement Park tickets are available through Recreation and Parks Office. FMI: 410-386-2103.
Old Business
  4-H Horse Fair and Flea Market - March 15, 2014
Peggy Miller described her interaction with booth visitors/new residents of the area; discussion was held pertaining to the location of the booth and staffing of a neighboring booth. Carolyn thanked all who helped staff the booth; Janet Breeding, Joe Dragan, Jessica Dustin, Nancy Hoffa, Peggy Miller and thanked Darlene Welsh for setting up.

Union Mills Trail Work Day 04/27/14
Jessica Dustin reported preliminary work clearing trees was done by Mike Dustin, Mark Schmidt and Josh NLN so the group was able to work on 4/27. Thanks to Connie Allen, Marilyn & Paul Cross, Shirlyn Evans-Ford, Sharon Huskey (on horseback) and Mike & Jessica Dustin. Lois Szymanski from the Carroll County Times attended and will write a feature article to appear in a future edition of the Carroll County Times. Jessica reported the trails are in good shape from both parking lots John Owings Road and from Kowomu Trail. Piney Run Park
CCEC Display at the Nature Center for month of April Bridget McCullough reported that some materials were distributed. Display board was returned to Darlene Welsh (she will disassemble the panels) and return it to Tina Shupp at Recreation and Parks. Janet Breeding.

Tourism Visitor Center
CCEC Display for month of May Tina installed a display at Carroll County Visitors Center, 210 E. Main Street, Westminster, MD to promote the Carroll County Equestrian Council and Center.

Self Help Project Request
Peggy contacted Exelon and is awaiting their return call. Mike Dustin suggested a call be put in to Miss Utility so the underground lines can be identified.

CCEC Wear
Draft order form was provided. The minimum number of pieces required for the order is 12. Discussion followed pertaining to having the items available with only the logo on the front and the back plain as well as the logo on the front and block letters on the back. Motion by Jessica Dustin to offer the two options; second by Nancy Hoffa. Motion passed. Carolyn will make the request to the vendor.
New Business
  MD Horse Council News – See current issue of the Equiery.
Janet Breeding called attention to page 8 in the May issue of the Equiery regarding Sunday Hunting; page 42 bottom of the page; page 79. Janet suggested someone in the Carroll County Equestrian Council should monitor the next legislative session closely. This is a call for a volunteer! Please contact Janet Breeding if you would like to help!

4-H and FFA Fair Silent Auction Items
Darlene Welsh will accept donations of items for the CCEC basket of goodies (including a free membership to the CCE C) to be provided to the 4-H and FFA Fair Silent Auction held July 26 – August 1, 2014. Please bring your items for donation to the June or July meeting.

Restaurant Social 2x a Year
Darlene Welsh suggested since it is difficult to hold a business meeting at a restaurant dinner location, that we still have our regularly scheduled meeting and choose another date in the month to “Dine Out ”(although not necessarily as a fund raiser) as a social event. Motion by Janet Breeding to have a restaurant dinner event; second by Dave Radcliffe. Motion passed. Darlene Welsh volunteered to look into future dates/locations.

CCEC Financial Support of Other Organizations
Darlene Welsh explained the CCEC does not use funds to donate to/financiallysupport other organizations. When applicable, information is made available to members so they may individually support other organizations.

TROT Meet & Greet
Art Thacher(on behalf of Judy Thacher, Vice President/Carroll County Coordinator for Trail Riders of Today) extended an invitation to the of the CCEC Board to attend a TROT meeting for Carroll County residents to be held on May 28th from 7 – 8:30 p.m. RSVP to Judy Thacher by 5/26/14.

Linda Polzin has resigned from the Board of Directors
Darlene Welsh announced Linda Polzin has resigned from the Board of Directors; she will continue to administer the Facebook Page and Facebook Photo Contest and help with trail maintenance/mowing at the Equestrian Center.

CCEC Fun Day/30th Anniversary Reunion Potluck Picnic
(Sunday, June 8 from 10:00 – 2:00) – Carolyn Garber reported preliminary plans for games on horseback, Guided trail ride available at 9:00 and at 2:00, potluck picnic lunch 12 -1. (NOTE: On 5/13/14 motion by Carolyn Garber to postpone/reschedule this event to Sunday, September 21, 2014; second by Darlene Welsh. Phone vote; motion passed.)
