General Meeting – September 3, 2013

  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:40 p.m. by Bridget McCullough, President.

  Motion to approve minutes of August 6, 2013 meeting by Peggy Miller; second by Nancy Hoffa. Motion passed.

Equestrian Center Report: Darlene Welsh
  Darlene Welsh reported the Carroll County Western Circuit is scheduled for 09/15 and 09/29 and Harrison Mule Days is 10/04 – 10/06.
Equestrian Center Maintenance Report:
  Peggy Miller reported the signs for Rules of Use for the Equestrian Center and Instructors Rules were attached to the gates at both rings near the combination lock; since the posting, she has not discovered any unlocked gates. Thank you to Linda & Jim Polzin for rebuilding the firewood jump (using very heavy materials.) Thank you to Bob Miller for building a new heavy duty jump using lattice for something different. Thank you to the volunteers for mowing the Center: Janet Breeding, Bridget McCullough, Bob & Peggy Miller.

Peggy indicated she brought the bucket for the Silent Auction items to be collected for Harrison Mule Days and will collect other items to be included.

Discussion was held regarding signage to direct users to the trail entrance that is to the west side of the parking area; signage will be created using the Hiker/Biker/Equestrian standard sign with a left arrow and “Trail Starts Here” with left arrow. Carolyn Garber will coordinate this project.

Bridget McCullough reported she obtained preliminary pricing on the bollards (posts that are inserted into a sleeve into the ground) of $70 - $400; asking if we should pursue this idea for a future self-help project. No action to be taken for this project.
  Tina Shupp reported tickets are still available for the Carroll County Recreation and Parks 3rd Annual Crab Feast Celebration to be held on Saturday, September 28th from 6 – 10 p.m. at the Freedom Optimist Community Hall in Eldersburg. Tickets are $40. The 2013 Fall Program Guide is available for distribution and is available online at HYPERLINK "" (Note: Piney Run Hike to the Dam on Sunday, October 20th from 10 – 11:30 a.m. Fee $7.00 Registration required/call 410-795-6043.) The Volunteer of the Year program will be held on Thursday, November 7th at the Carroll Arts Center, 91 West Main Street, Westminster, MD. Tina also advised that Lisa Carroll, Bureau Chief of Recreation is a certified First Aid/CPR instructor.
Old Business
  CCEC Polo Shirts/Sweatshirts, etc.
Carolyn Garber reported on costs of pullover sweatshirt, zip hooded sweatshirt, pullover hooded sweatshirt and baseball cap (5 panel). A sample order for with prices/styles will be created. Discussion will be continued at a future meeting.

Special Presentation 10/01/13 on Pasture Management
Amy Burk, Ph.D – Bridget McCullough reported details have been confirmed for this special program. The regular business meeting will not be held that evening.
New Business
  MD Horse Council News
Bridget McCullough reported she attended the MHC meeting on August 21, 2013 at the New Market Grange Hall. For more information: and current issue of the Equiery.

Union Mills Trails
Joe Zentgraf reported Dave Rohrer used the sickle bar mower on the “Boulevard” trail and Brad Rogers mowed other trails recently; the parking lot at Kowomu Trail needs to be mowed. Jessica Dustin asked about reopening a trail on the Union Mills trails that has been closed for some time/will discuss in more detail with Joe Zentgraf since he is familiar with the area.

Calendar of Events 2014 - CCEC 30th Anniversary
Future Special Programs and Events Carolyn Garber reported she has not received any information from the general membership with suggestions/volunteers for events in 2014. The Calendar of Events will need to be finalized at the December meeting in preparation for distribution at Horse World Expo in January 2014.

Volunteer of the Year
Motion by Carolyn Garber to nominate Jessica and Mike Dustin as the CCEC Volunteer of the Year 2013; second by Janet Breeding. Motion passed. Jessica commented that she was “truly humbled.”

Discussion was held regarding the best venue for selling raffle tickets for the hand-painted serving bowl donated by Janet Breeding; raffle will be held at the Horse Fair in March 2014 at the Carroll County Ag Center.
  Motion to adjourn by Peggy Miller; second by Janet Breeding. Motion passed. Meeting adjourned 8:55 p.m.
