General Meeting October 6, 2015
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:30 by Darlene Welsh, President.

Secretary's Report:
  July 7, 2015 at Equestrian Center featured a special program “Saddle Fitting Demonstration” by Wendy Evans Harrison after a pot luck picnic. No business meeting was held. August 4, 2015 meeting was cancelled. September 1, 2015 meeting featured a special program “Noxious Weeds and Poisonous Plants” by Diana Hare. No business meeting was held.

Equestrian Center Report: Darlene Welsh
  Lynda Arnold reported a sudden change in the vendor for the portable toilet at the Center; County contract is now with B There Environmental Services – Tony Beccio 717-637-9388. The unit from A Flush Away is still on the premises and has not been cleaned. The key held by A Flush Away is to be returned when the unit is remove. Tina will advise Maureen Dunn in Carroll County Bureau of Purchasing, since she deals with the vendors/contracts.

“Exit Plan” – Lynda reported no work has been started yet; the run off/drainage in front of the locked gates at the entrance continues to create problems with the front parking area after any amount of rain.
Equestrian Center Maintenance Report:
  Discussion was held in regards to regular mowing maintenance of the Center for 2015; the on-site tractor is inadequate for mowing the entire property that includes the "hay field." It is anticipated that volunteers will do the trimming around the rings and around the cross country jumps. Motion by Peggy Miller to obtain three proposals for mowing the Equestrian Center for 2015 season; second by Lynda Arnold. Motion passed. Carolyn Garber volunteered to prepare and distribute the Request for Proposal.
RECREATION AND PARKS REPORT
  Tina Shupp reported the Friends of Carroll Recreation and Parks will meet on 2/10/15. Self Help funds for February are not available; funds may be available in September 2015 Park Pursuit Program in July will include the Equestrian Center location. New Accident Report form is now available for use; replaces previous form. Copies will be provided to Lynda Arnold, Equestrian Center Manager for use at the Equestrian Center.
Old Business
  Trail Work Days
September 5, 2015 – Morgan Run NEA – Carolyn Garber reported CCEC members really made a difference at Morgan Run NEA on 09/05/15. Seven members including Kyle Jossi, Howard and Marty Lanham, Carolyn Garber, two tractors-mowers (thanks to Dave Radcliffe and Mike Gafney) were able to mow all of the trails. The Liberty High School Cross Country team enjoyed an early morning training run; an equestrian group (Northeast Mountain Horse Club, Inc. from Abbottstown, PA enjoyed a mid-morning trail ride on newly mowed/trimmed trails. If we could only convince them to lend a hand....with clippers! Photos were sent to PVSP of the wonderful trim job around the sign board and rocks - thanks to Karen Durilla! Photos of the outstanding tree cutting done by PVSP Trail Crew members McKinley & Greg prior to our work day were also submitted.

September 13, 2015 – Piney Run Undeveloped Area – Report submitted by Bridget McCullough Steve Weaver, Linda Polzin and Bridget worked on the trails. She also reported that after taking a closer look at the pedestrian bridge, Steve felt it could be repaired by replacing the side beam; although CCEC is unable to do the work.

September 19, 2015 – Gillis Falls Reservoir Area/Equestrian Center – Peggy Miller reported that she, Barbara Chavez, Jon Arnold worked on the trails.

New Business
  20th Annual Maryland Horse World Expo 2016
To be held on January 22 – 24, 2016 at Maryland State Fairgrounds Show Hours: Friday, January 22 Noon to 8:00 p.m.
Saturday, January 23 9:00 – 7:00
Sunday, January 24 9:00 – 5:00
CCEC members are needed to staff the booth/contact Carolyn Garber via ccecofmd@yahoo.com to volunteer. This item will be included in the agenda for the November meeting.

Volunteer of the Year 2015
Event will be held on11/05/15 at South Carroll Senior and Community Center, 5928 Mineral Hill Road, Eldersburg, MD at 7:00 p.m. Motion by Peggy Miller to recognize Jon Arnold for his dedicated trail work on the Gillis Falls Reservoir Area trails; second by Joe Zentgraf. Motion passed. Carolyn will contact Jon to obtain information to be submitted to Recreation and Parks prior to the event.

2015 Calendar of Events

Nomination of Officers/Board of Directors for 2016
(Rules of eligibility from the by-laws: Dues to have been paid by March 2015/Member in good standing by attending meetings at least 50% October 1,2014 – September 2015.

Maryland Horse Industry Board Grant Application 2016
Carolyn reported the grant application “Building Confidence and Safety in Horse and Rider” was submitted by the deadline of 10/02/15 requesting $2,500 to fund a clinician/for a clinic on desensitizing your horse to various stimuli, so the participation fee for the clinic will be more affordable to participants. Grant recipients are to be notified within 90 days of the deadline/January 2016.
