General Meeting November 7, 2017
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:30 by Darlene Welsh, President.
  Jon Arnold, Lynda Arnold, Janet Breeding, Carolyn Garber, Peggy Miller, Dave Radcliffe, Darlene Welsh, Lisa Carroll.
Secretary's Report:
  Motion to approve minutes of October 3, 2017 by Dave Radcliffe; second by Peggy Miller. Motion passed.

Equestrian Center Report: Lynda Arnold
  Lynda Arnold reported KSGRA cancelled their event scheduled for 10/08/17; contract had been signed/Lynda will send invoice. Lynda reported dates requested by Carroll County Western Circuit for the 2018 show season: 4/29, 5/13, 6/10, 6/24, 7/15, 8/12 (also requested 7/8 and 8/26.)

No response from Lynda’s contact of Anne Petraseck in regards to a deposit refund check issued earlier and outstanding.

Lynda reported a group of students from Glenelg High School used the Equestrian Center on 10/19/17 in the early morning for a pep rally and bonfire. Neighbors called the Sheriff’s Office; officer responded and Lynda also responded to the Center. Damage caused by the students to the fence at the front of the Center was repaired.

Peggy Miller thanked Gil Breeding for using the sickle bar mower around the Center before Mule Days. She also reported the security deposit refund check was issued to Harrison Mule Days; the facility was cleaned up beautifully!
  Lisa Carroll announced new staff/staff assignments in the Department of Recreation and Parks; welcoming Catherine Cottingham to the front desk position and Katy Bassett to Administrative Assistant to Jeff Degitz, Director. Lisa asked for volunteers to help with the “Santa’s Calling” event on 12/5/17.
Old Business
  The Volunteer of the Year event
was held on 11/02/17 at the Carroll Arts Center at 7:00 p.m. The Volunteer Hall of Fame included Albert “Sonny” Biddison; Angie Biddison accepted the award and was accompanied by Sharon Gettle and family. The Volunteer

this was the largest group to attend to date and included the celebration of 3 birthdays! Thanks to Darlene Welsh for a delicious cake shared by all!

New Business
  Election of Officers/Board of Directors for 2018
(Rules of eligibility from the by-laws: Dues to have been paid by March 2017/Member in good standing by attending meetings at 50% October 1, 2016-September 2017)
Motion by Dave Radcliffe to accept the slate of existing officers and members of the board for 2018; second by Peggy Miller. Motion passed.

Tractor use/storage:
The CCEC has the opportunity to have the tractor obtained by a 100% grant some years ago returned for use and storage at the Equestrian Center. Information was provided regarding additional sea containers for storage if needed. Tractor/container will be measured to see if existing container can be used.

Trail Work Days 2018 at Gillis Falls
Jon Arnold prepared maps to mark up for future work/trail reroutes. He asked that anyone who has a suggestion of an area that needs specific attention to contact him at 301-524-8448 (

2018 Calendar of Events
Lisa Carroll advised to send Tina Shupp a request to submit the meeting location permits for use of Room 003-004 for the CCEC meetings in 2018 with the exception of July and August.

Discussion was held in regards to the January 2,2018 date.
Motion by Janet Breeding to cancel the 1/2/18 meeting; second by Peggy Miller. Motion passed.
