General Meeting December 3, 2013
Location and Time:
  Meeting held at Carroll County Office Building, 225 N. Center Street, Room 003-004 Lower Level, Westminster, MD and called to order at 7:40 p.m. by Bridget McCullough, President.

Special Topic Presentation - Trapping at Sawmill CWMA (Union Mills)
  Presented by Candice Haskin, Natural Resources Biologist, Wildlife and Heritage Service MD Dept. of Natural Resources and Tom Robertson, Carroll County Forester. Bridget McCullough had been contacted regarding trapping in the Union Mills area; introductions of the special presenters was made. Tom Robertson indicated that in response to the concerns of wildlife around Hashawha and the close proximity to students attending Hashawha, DNR offered to implement a pilot trapping program. Samples of the types of traps used were available for members to see. Recommended video from the Maryland Trapper’s website: “Destroying the Myth.” The 45 minute discussion/ question/answer session was very informative. In August 2014, the decision will be made regarding trapping for the 2014-2015 season at Sawmill (Union Mills.)
Presentation to CCEC Volunteer of the Year – Jessica and Mike Dustin
  Bridget McCullough shared the text from the program presented on 11/07/13; the Dustin’s were unable to attend; “While riding on the trails in the Union Mills area, Jessica noticed the signs announcing upcoming trail work days. She then realized the extent of the work done by volunteers to keep the trails open and accessible…..and she wanted to help! The Carroll County Equestrian Council needed a coordinator for the Union Mills trail work days; Jessica did not hesitate to volunteer and has actively recruited additional volunteers. When asked to describe the “perfect trail” Jessica’s reply was “A trail with beautiful scenery, natural surface, open, well maintained and easy to get to. My favorite places to ride are Union Mills and Morgan Run.” Mike provides the skills of the construction trade, power and support to Jessica’s involvement. Together, working on the various trails, they are an example of how one family can make a difference, teach trail stewardship and insure safe trails for future generations. Jessica and Mike Dustin are a vital part of the Carroll County Equestrian Council and are to be recognized as our 2013 Volunteer of the Year.” The award was presented to Jessica and Mike Dustin in recognition of their volunteer efforts.
Secretary's Report:
  Motion to approve minutes of November 5, 2013 meeting by Peggy Miller; second by Darlene Welsh. Motion passed.
Treasurer’s Report:
  Janet Breeding indicated the report would be included in the minutes. Janet announced the survey of costs for the portable toilet at Morgan Run NEA to be $47.70 per month for May - October (total $286.20); with one donation from another user group; Central Maryland Saddle Club donated $100.00; our cost was $186.20.

Equestrian Center Report: Darlene Welsh
  Darlene Welsh reported no additional dates have been reserved. Motion by Carolyn Garber to maintain the same rental fees for 2015 (Youth Equine Organizations • (4-H, Pony Club) • $150/Per Day Other Equine Organizations • $225/Per Day Instructions at the Center • (by reservation) • $10/Per Student/Per Lesson) second by Janet Breeding. Motion passed.
Equestrian Center Maintenance Report:
  Peggy Miller reported no problems. Signs have been rehung on the ring gates.

Nominees are to have met the Rules of Eligibility from the By –Laws: Dues to have been paid by March 2013/ Member in good standing by attending meetings at least 50% October 1, 2012 – September 30, 2013.

Calendar of Events for 2014
The date for the Equestrian Council fundraiser “Fun Show” has not yet been determined; the spring fundraiser dinner meeting location has not yet been determined; Carroll County Western Show dates are not yet available.

Linda Polzin presented a proposal for a photo contest that will be held on the Carroll County Equestrian Council and Center Facebook page. Final details will be included in the January 2014 minutes. The calendar of events will be completed at the January meeting.

  MD Horse Council News
Janet Breeding called attention to page 12 in the December issue of the Equiery regarding the 2015 Equine Study, page 43 regarding the Lisbon Christmas Horse Parade and page 77 with photos from Harrison Mule Days at the Equestrian Center. Janet reported that she contacted Luke Welling (Maryland Horse Council Forum Moderator for Carroll County) and invited him to tonight’s meeting. Linda Polzin will email information to him for the Carroll County Forum blog.

Self-Help Project Request to submit for February 2014
Peggy Miller presented a concept for creating an additional exit at the Center and volunteered to meet with County staff to finalize a viable plan. Carolyn Garber will contact Bruce Dutterer (Carroll County Recreation and Parks) to advise him of the request.
