The Carroll County Department of Recreation and Parks held the 2023 Volunteer Awards on 11/07/2023 at the Charles Carroll Community Center, Westminster, MD.
Twelve recreation councils recognized volunteers from their respective councils.
Joseph J. Dragan was recognized as the Carroll County Equestrian Council Volunteer of the Year for 2023.
In addition, the Carroll County Recreation and Parks Volunteer Hall of Fame three inductees included Carolyn A. Garber of the Carroll County Equestrian Council.
